Providing Public Comment During the Meeting

Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members may also provide written public comment submitted via email to: towncouncil@townofwindsor.ca.gov, please submit them by 12:00 p.m. on the day of the meeting.

 

If a Councilmember participates from the meeting in another location that is listed on the agenda, the public may attend and provide comment only at the in-person meeting locations listed. If a Councilmember participates remotely for “just cause” under California Government Code Section 54953.8.3 and no remote location is listed, the public may attend and provide comments on Zoom.

Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Adopt a resolution accepting the work performed by Parks Water Resources, LLC for the construction of the municipal well improvements for the Los Amigos Shallow ASR Water Supply Wells Installation and Testing Project and directing the Town Clerk to record a Notice of Completion.

Los Amigos Monitoring Well Installation and Development - Drilling Services Agreement

 

Approve a Construction Services Agreement with the driller, Park Water Resources, LLC, to drill, install and develop one new monitoring well, as part of the Los Amigos Monitoring Well Installation and Development Project in an amount not to exceed $68,664.10 plus a 20 Contingency of $13,733.90 for a total of $82,398 and authorize the Town Manager to execute said agreement and approve any required construction change orders up to the authorized project budget contingency of 20%, on behalf of the Town.

Resolution Approving a One Percent (1%) Transactions and Use Tax Ordinance, Ordering the Submission to the Qualified Electors, Approving the Ballot Question, Directing Town Attorney to Prepare an Impartial Analysis, and Providing for Ballot Arguments and Rebuttals; and an Ordinance Adding Chapter 6 to Title II of the Windsor Municipal Code, Establishing a One Percent (1%) General Transactions and Use Tax

 

1. Adopt a Resolution: 

  • Approving an ordinance and ordering that a measure be submitted to the voters of the Town of Windsor General Municipal Election to be held on November 3, 2026, to consider a one percent (1%) Transactions and Use Tax, also referred to as one cent per dollar; 
  • Directing the Town Attorney to prepare an impartial analysis of the measure;
  • Provide for ballot arguments and rebuttals, including authorizing the Town Council to designate members to prepare primary argument and rebuttal in favor or the measure, consistent with Elections Code 9282-9285; and

 

2. Introduce, by title only, an Ordinance of the Town of Windsor Adding Chapter 6 to Title II of the Windsor Municipal Code, establishing a one percent (1%) general transactions and use tax, to be administered by the California Department of Tax and Fee Administration, subject to the approval of a majority of qualified electors casting votes on the November 3, 2026, Municipal Election.
